n the pre-production phase, this is called a Character Concept. It establishes the:

Theme: Peacock-inspired (the “Peacock Tail” or “Fan”).

Palette: Deep blues, blacks, and teals with a contrasting red background.

Key Features: The ornate tail feathers, the specific hairstyle, and the elegant, high-fashion outfit.
2D Model (Live2D)
Because the art style is digital illustration with clean lines and distinct shading, it is most likely intended to be a Live2D Model. In the Vtubing pipeline, this “flat” image would be “cut” into hundreds of tiny layers (like the eyes, hair strands, and peacock feathers) and then rigged to move in 2D space.
Full-Body Rig
Since the art shows the character from head to toe, it is a Full-Body model. Many Vtubers start with a “Half-Body” (waist up), but this design allows for leg movement, foot tapping, and a wider range of “emotes” or poses.
